Is it possible to estimate the number of orphans and vulnerable children (OVC) in a country by using published final reports of standardized surveys such as the Demographic and Health Surveys? The PEPFAR OVC technical working group asked MEASURE Evaluation to develop procedures, using existing data, to estimate the sizes of OVC groups having high programmatic priority at the national and subnational levels. This report details MEASURE’s procedure using regression modeling and includes recommendations for where this process is reasonable for estimating numbers and enhancing program efficiency.
