Children infected or affected by HIV and AIDS experience increased medical, social and emotional risks, severely impacting their development and future. This guide is to support PEPFAR teams and their implementing partners in developing country operational plans, designing programs to support orphans and vulnerable children (OVC) and to encourage the integration of innovation. It guides designers and implementers in creating contextually appropriate, cost-effective, evidenced based programs for OVC living with or affected by HIV.
