The purpose of this facilitation guide is to aid communities, governments and civil society organizations in evaluating the quality of services for children. This guide serves as a tool for outlining a process for partners to collaborate on developing evidence-based and contextually appropriate guidelines for core quality services for vulnerable children. Facilitators with experience in OVC care and quality may find this manual helpful in addressing quality improvement needs of programs working with vulnerable children affected by HIV/AIDS.
