Vulnerability is a complex and multi-faceted concept, and there is no single tool that can predict how economic characteristics will influence a girl’s sexual risk. This tool is not intended to generate a quantitative vulnerability score, or to be used for program targeting. Instead, indicators are intended to be analyzed individually as relevant to program decision-making. The purpose of this tool is to monitor and evaluate programming seeking to reduce economic factors contributing to HIV risk for adolescent girls, between te ages of 10 and 19, at the individual girl level.
