AIDS Orphans and Vulnerable Children (OVC): Problems, Responses, and Issues for Congress

This document provides an overview of the history of vulnerable children in the context of HIV/AIDS, recent developments, responses to impact and issues for Congress to address. Issues surrounding OVC that are addressed in this paper include challenges for governments, street children and exploitation, education and economic impacts, agriculture and food impacts, stigma and discrimination, and gender exploitation. This paper highlights details behind these vulnerabilities and suggests tools to lessen them.
