A rights-based approach focuses on empowerment and supports the participation of rights-holders, who are often severely marginalized, in demanding their rights. This document provides an overview of problems affecting children, major responses and key recommendations for enacting rights-based programming for children living in communities affected by HIV/AIDS. Detailed recommendations are made at length for:
1) building resilience
2) engaging governments, stakeholders and the children
3) analysis-based strategic interventions
4) addressing discrimination
5) and focusing on care givers.
