This tool was designed by PEPFAR to improve service delivery for children who have been orphaned or made vulnerable by HIV/AIDS by assessing their vulnerabilities, needs and outcomes. These initial assessments monitor provide a baseline, and along with systematic assessments, can moniter whether the program activities are creating an impact in meeting the needs of children and households. This document introduces the tool, and explains how to administer, score status, interpret results, translate, adapt the index and train field workers on use of the tool. This index was developed through a community participatory process to create a targeted and child-centered assessment strategy and was field-tested for reliability and construct validity. Programmers working with children orphaned or made vulnerable by HIV/AIDS may field this tool useful in monitoring and assessing the well-being of children in their program.
