This study, conducted by Boston University, seeks to determine the effectiveness and cost of various approaches to providing educational support to orphans and vulnerable children (OVC) in secondary schools. The main objectives of this study are to compare block grants and individual scholarship approaches; explore differences in various block grand approaches; examine costs per child in each approach; and measure educational impacts of each approach. Details of this research are included, as well as general, Tanzania-specific and Uganda-specific recommendations, and recommendations for further research.
