While global coverage of harm reduction services has increased, access and youth-friendly services largely neglect young drug-injecting populations. This technical brief gives the epidemiological overview of the risk and vulnerability of this population. The brief then discusses the legal and policy constraints, service coverage and barriers to access. Finally, the paper looks at approaches that have worked and gives recommendations/considerations for services.
