Regardless of adequate policy frameworks, vulnerabilities of orphaned and vulnerable children remain high in Uganda. Lack in funding and staffing in the social welfare system promotes vulnerability in children. This paper encourages improving child care and protection services by strengthening of the social welfare workforce and increased funding. This paper discusses the background of Uganda’s policies, demographics, social system and goals, as well as steps taken to strengthen the social welfare system.
