Monitoring of the AIDS epidemic response is critical to ensuring investments in the response achieve impact. This document provides revised guidelines of the 2001 Declaration of Commitment on HIV/AIDS and guides in monitoring progress made towards the goals set forth in the declaration. Emphasis is put on goals striving to achieve universal access to comprehensive HIV prevention, treatment, care and support. This document is aimed at providing key stakeholders with essential information on core indicators that measure effectiveness in regards to the national response to HIV/AIDS.
