This paper examines 17 National Plans of Action through an age appropriate lens and a rights perspective, evaluating their response to the specific needs of young children (children under eight). The paper summarises each country’s responses to younger children, its definition of vulnerability and whether it includes language supporting young childrens’ rights. It concludes by examining assumptions in the plans and makes recommendations for the future development of plans for young children affected by HIV/AIDS.
