This document was produced following the 13th international AIDS conference in Durban in July 2000. At that conference, it became clear that some form of agreed international principles to guide work with orphans and vulnerable children were needed. These principles are widely recognised as providing such a framework. The document starts by approaching the issue from a perspective of human rights and then seeks to analyse the current situation before introducing twelve programming principles.
