Challenges and opportunities in developing effective social protection programs are also included in order to discuss ways to strengthening capacities that contribute to policy and program development. This study is intended to provide policymakers, program practitioners and researchers with a situation analysis of social welfare systems and programs, an assessment of priority needs, and recommendations for regional strategy development.
